CARE Deutschland-Luxemburg (CARE DL) together with our local partner organisations, is providing humanitarian assistance to migrants and refugees in Greece. Current programs have a strong gender focus and include distributions of NFI kits and vouchers, as well as WASH projects to meet the needs of migrant women, girls, boys and men.

Head of Mission Greece / European Refugee Crisis (m/f)
The Head of Mission the representative of CARE in Greece and Leader of the Emergency Response Team. He/she is responsible and accountable for developing, coordinating and managing all emergency activities in Greece. The HoM/Team Leader is responsible for the quality and effectiveness of CARE’s emergency response and has overall management responsibility for CARE operations in Greece. He/she reports to the designated focal point in the CARE DL Program Team.
Location: Athens, Greece, with frequent travel in Greece and potentially Mediterranean region
Start date: As soon as possible
Contract period: 3 – 6 months initially, extension foreseen, based on performance and funding
Specific tasks and Responsibilities:
Lead on strategy development, planning and implementation of the emergency response in Greece. Updates the emergency response strategy as required and translates the strategy into concrete action plans.
Responsible for accurately assessing the humanitarian situation on the ground during the first phase of the response to inform CARE’s programming implications. Continued assessment and monitoring is required in order to adequately inform and adjust CARE’s interventions.
Follow up on the registration of CARE with the responsible Greek authorities in close consultation with CARE Germany and CARE’s lawyers in Greece
Lead on funds mobilization including identifying potential funding sources and developing project proposals, in close collaboration with relevant CARE International members
Provides bi-weekly sitreps on CAREs work in Greece and shares these with a wider CARE audience. Acts as main focal point for CARE Germany, and CARE International for any information requests.
Responsible for CARE representation and coordination in Greece vis a vis donors, authorities, UNHCR and cluster coordination mechanisms at the national level.
Leads on ensuring compliance with CARE procedures and quality standards. Ensures that the response complies with the Humanitarian Accountability Framework and puts mechanisms in place to ensure proper monitoring and quality control.
Responsible for team management, HR management and recruitment of national and international staff.
Overall responsible for security and wellbeing of staff. Acts as Safety & Security focal point for the Greece mission in close collaboration with CARE Deutschland-Luxemburg e.V.
Acts as Advocacy & Media focal point (within Greece), ensuring updating talking points and advocacy messages (in close collaboration with CARE Germany and CARE International) and acts as media spokesperson within Greece.
Qualifications and Experience:
5 – 7 years senior leadership experience in complex humanitarian context
Demonstrated experience in strategic humanitarian and operational planning
Demonstrated experience in program design (including proposal development), implementation and evaluation
Demonstrated capacity to raise financial resources from a range of donors
Knowledge and experience with financial management including donor compliance and reporting
Experience in establishing and maintaining collaborative relationships with key stakeholders
Specific experience in humanitarian response in support of refugees, migrants, IDPs
- Experience with WASH and protection programs
Skills and Core Competencies:
- Demonstrated leadership and interpersonal skills
- Strong representation and negotiation skills
- Ability and interest to coach and develop staff
- Advanced oral and written communication skills
- Excellent oral and written English required Knowledge of Greek, Arabic, Dari or German will be considered assets
