REPORTS TO: Project Director


The Partnerships, Placements, and Institutional Capacity Development Specialist (“Partnership Specialist”) will be responsible for developing partnerships and building local organization capacity to serve youth in a high-quality, results-oriented program focused on youth employability, entrepreneurship, and vocational training. The four-year program aims to increase employment and sustainable self-employment of young men and women in order to support inclusive economic growth and development. Position is contingent upon receipt of donor funding.


The Partnership Specialist will be responsible for developing partnerships to leverage resources to promote youth employment. S/he will increase the scale and long-term sustainability of institutions serving youth by building their capacity to ensure that directly and indirectly trained youth gain productive employment. Through ongoing interactions with stakeholders, the Partnership Specialist will ensure short-term employment needs for trained youth are met, while addressing the long-term impact and sustainability challenges. Specific responsibilities include:

  • Create and implement strategies to develop partnerships with the private and public sector entities, as well as non-governmental entities as required to achieve planned project results and enhance contract outcomes;

  • Develop an understanding of the primary actors who play key roles in the national and regional economy.

  • Develop and maintain lists of private sector contacts and relationships in relevant program areas.

  • Become knowledgeable on how to locate financial resources that could contribute to the sustainability of contract activities and results.

  • Ensure the creation and maintenance of strong alliances at the local, provincial and federal levels, and promote effective participation of multiple stakeholders (e.g., government, business, civil society organizations, and youth);

  • Successfully engage private sector partners and others in an effort to leverage more resources;

  • Conduct due diligence research on proposed partners. Develop and apply appropriate partnership risk assessment instruments to ensure the appropriate allocation of risk;

  • Implement action plans to operationalize partnerships to advance contract activities and achieve planned results;

  • Stay up-to-date on cutting edge aspects of public-private partnership, corporate social responsibility initiatives, and best practices both regionally and globally, that could possibly apply to the contract and improve successful implementation;

  • Other duties as assigned.


Successful candidates will have a proven track record of engaging private sector, national and local governments, and civil society to collaborate on employment and employability programs. S/he will have specific experience and specialization in the areas of youth employment, entrepreneurship, and workforce readiness, preferably in Sri Lanka.

Education: Master’s level degree required in an appropriate interdisciplinary field such as business, management, or related field.


  • Applicants must have a minimum of 5 years’ of successful experience in partnerships and private sector engagement, preferably three or more years in a developing country context.

  • Proven track record engaging private sector and educational institutions to collaborate on employment and employability programs

  • Excellent ability to collaborate and coordinate activities with multiple stakeholders, including government, education, business, and individuals.



  • Advanced knowledge of Sri Lanka’s socio-economic context and markets

  • Fluency in English is required.

  • Demonstrated effective multi-cultural, interpersonal, and supervision skills; creative problem solving; conflict and ethical management skills.

  • Ability to think outside the box, solve problems, and build teams and partnerships

  • Strong familiarity with the Sri Lankan labor market including challenges and opportunities for youth entry

  • Strong multi-cultural, inter-personal, and supervision skills

  • Ability to deliver effective presentations and write high-quality technical reports

  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
